Hydrologist: A hydrologist studies the movement, distribution, and quality of water. They can analyze precipitation, runoff patterns, and river/stream behaviors to determine how the flooding occurred above the floodplain.

Geotechnical Engineer: These engineers specialize in the behavior of earth materials. In mountainous regions, soil erosion, landslides, or changes in the land’s stability could contribute to unusual flooding. They would assess the stability of the ground and potential changes due to the hurricane.

Environmental Engineer: They can evaluate how environmental changes, including human development, deforestation, or alterations to natural waterways, may have exacerbated flooding in areas typically not affected.

Meteorologist: A meteorologist specializing in extreme weather events can provide insights into how the hurricane's path, intensity, and associated rainfall led to flooding outside the usual flood zones.

Civil Engineer (with Flood Risk Expertise): Civil engineers with experience in floodplain management can assess infrastructure impacts (e.g., dams, levees, drainage systems) and evaluate if improper design or maintenance played a role in the flooding.

Surveyor: A surveyor can measure the topography and elevation of the land to determine how water moved through the landscape, identifying potential bottlenecks, blockages, or changes in water flow caused by the hurricane.

Floodplain Manager: They specialize in managing flood risks and ensuring development complies with floodplain regulations. They can review whether changes to local land use, such as new construction or roadways, have altered water drainage patterns.

Forestry Expert: Since the region is mountainous and likely forested, changes in forest cover due to natural or human causes can affect how water drains. A forestry expert could examine whether deforestation or land clearing contributed to the excess runoff.

Urban Planner: If development near floodplain areas has occurred recently, an urban planner with experience in water management can assess whether new buildings, roads, or infrastructure contributed to poor water drainage, worsening flooding.
